With reference to your letter (40163/18) of the 20th ultimo relative to certain railway material originally ordered on account of the Russian Government and now lying in Hong Kong I am directed by the Lords Commissioners of His Majesty's Treasury to request you to inform Mr. Secretary Long that, pending the decision of the Army Council as to their possible rail requirements My Lords would request that no offers should be invited for their purchases by the Governor of Hong Kong, I am to add that information as to the possible disposal of the rails in question to other purchases than the Army Council should be obtained in the first instance from the Director of the Railway Materials Department, Ministry of Munitions.
